In most cases, no. If the dumpster sits entirely on private property, such as a driveway, yard, or private parking lot, the City of Houston does not require a permit. This covers the majority of residential rentals, including kitchen remodels, garage cleanouts, and roof tear-offs.

A permit is required when any portion of the dumpster occupies public space, including the street, sidewalk, or alley. In that case, the City of Houston requires a Right-of-Way (ROW) permit, and the city's roadway and sidewalk obstruction ordinance requires authorization in advance. Most ROW permits are processed within a few business days. The full Roadway and Sidewalk Obstructions Permit can take up to ten. Approved permits typically require reflective tape, cones, or barricades, and the bin must remain clear of fire hydrants, storm drains, driveways, intersections, bus stops, loading zones, and parking meters.

Commercial properties are subject to a separate requirement. Businesses, apartment complexes, and strip centers with dumpsters exceeding 50 cubic feet, as well as any commercial container staged on-site for more than 60 days, must obtain a Combustible Waste Storage (Dumpster) Permit from Houston's Solid Waste Management Department. This permit applies regardless of whether the bin is placed on private or public property and is separate from the ROW permit. If your project's classification is unclear, contact your ZTERS representative before scheduling.

Houston dumpster costs can be impacted by dumpster size, local landfill fees, fuel prices, and other factors. Houston dumpster costs range from $406 for a 10 yard dumpster up to $693 for a 40 yard dumpster.

Each dumpster size includes a maximum allowable tonnage and 10-day rental period. If you need the dumpster longer, you can extend your rental period for an additional fee. For most renters, the most efficient approach is to have your dumpster company handle the permit. If your placement requires a Right-of-Way (ROW) permit because the bin will sit on a street, sidewalk, or alley, ZTERS can file the application through Houston Public Works' Office of the City Engineer, include the cost in your rental, and align approval with your delivery date. Applicants who prefer to file directly, or commercial property owners who require a Combustible Waste Storage (Dumpster) Permit, must apply through the City of Houston Solid Waste Management Department. First-time commercial applicants are required to schedule an inspection prior to submission by calling 832-393-7895 or contacting the dumpster permitting team by email. After the inspection, applicants submit the Combustible Waste Storage Permit application along with a Deed Restriction and Law Compliance Affidavit. Applications may be faxed to 713-837-9159 with credit card information, mailed with payment to PO Box 1562, Houston, TX 77251, or delivered in person to 1002 Washington Ave. One-year permits start at approximately $187 to $201 for a single dumpster, with higher fees for multiple bins or longer terms. Any time a roll-off occupies public space, including the street, curb, or sidewalk, a Roadway and Sidewalk Obstructions Permit is required from the Houston Permitting Center under Houston Public Works. The permit ensures the container does not impede traffic, emergency vehicles, or pedestrian access, and it traces back to a city ordinance prohibiting unauthorized obstruction of public streets and sidewalks. Most ROW permits are processed within a few business days; the full Roadway and Sidewalk Obstructions Permit can take up to ten. Applications should precede delivery scheduling.

Approved placements must include reflective tape, cones, or barricades for visibility. Delivery timing depends on when the order is placed and the current capacity of local haulers. Many Houston providers advertise same-day or next-day delivery, and these timelines are achievable in best-case scenarios. Same-day delivery is generally possible when an order is placed before 10 a.m. and the customer is flexible on size. Next-day delivery is more typical for orders placed later in the day. For routine planning, 2 to 3 business days is the safer estimate. During peak remodeling and roofing seasons (spring through early fall, plus the period following major Gulf storms), 3 to 5 days of lead time is more realistic given high market demand.

The general guideline is to schedule as far in advance as possible. Booking three to four days ahead provides flexibility on size, time window, and placement. Same-day requests are subject to remaining route capacity, which may require accepting a different size, paying a rush fee, or rescheduling for the following day. ZTERS accommodates last-minute requests whenever feasible but cannot guarantee them. For projects already on the calendar, early booking is recommended. The right size depends on the scope of the project and the density of the debris. A single bathroom remodel typically fits in a 10 or 15 yard dumpster, with the 10 yard preferred when significant tile or concrete backer board is being removed, since dense materials reach weight limits before filling the bin. Master bathroom gut renovations and multi-bathroom jobs generally require a 20 yard. A full kitchen remodel, including cabinets, countertops, flooring, backsplash, drywall, and appliances, also typically calls for a 20 yard. Multi-room renovations and additions move up to a 25 or 30 yard, and whole-house renovations or major demolitions fall in the 30 to 40 yard range. For roof tear-offs, a 20 yard handles roughly 2,500 to 3,000 square feet of single-layer asphalt shingles, which covers most Houston homes. Larger homes, multiple shingle layers, or architectural shingles usually require a 30 yard, while smaller homes around 1,500 square feet with a single layer can be served by a 10 yard heavy-debris bin.

Several Houston-specific factors are worth considering.
