That covers many residential rentals in the western and southern neighborhoods — but San Francisco's dense housing stock means a large share of projects have no off-street space, and those placements are regulated.

A Street Space (temporary occupancy) permit from San Francisco Public Works, Bureau of Street-Use and Mapping, is required whenever any portion of a debris box occupies the public right-of-way — the street, a parking lane, or the sidewalk. Sidewalk placement is not allowed without prior Public Works permission. Street space is billed in 20-foot intervals, No Parking signs showing the permit number must be posted at least 72 hours before the box arrives, and the box itself must carry reflectors and diagonal striping. Plan on roughly 10 business days for processing.

Separately, since January 1, 2022 every debris box company hauling mixed construction and demolition debris generated in San Francisco must hold a C&D transport permit from the SF Environment Department — that one is the hauler's responsibility, and ZTERS partner haulers carry it. Bay Area suburbs such as Daly City, South San Francisco, San Bruno, Oakland, and Berkeley run their own encroachment or obstruction permit programs through their public works or transportation departments, with separate fees and lead times.
