That said, private off-street space is scarce in much of DC: most rowhouses in Capitol Hill, Shaw, Petworth, and Columbia Heights have no driveway, so street or alley placement — and therefore a permit — is the norm in the District rather than the exception.

A Public Space Occupancy Permit is required from the District Department of Transportation (DDOT) whenever any portion of the dumpster occupies public space, including the street, parking lane, sidewalk, tree box, or a public alley. Applications are filed through DDOT's Transportation Online Permitting System (TOPS). A standard occupancy permit for a container up to 8 by 12 feet runs about $50 for a 30-day window, with an additional daily fee if the container stays in public space beyond 30 days. Emergency No Parking signs must be posted at least 72 hours before placement in a parking lane.

Historic districts such as Georgetown, Capitol Hill, Dupont Circle, and Anacostia enforce placement rules more strictly. Close-in suburbs run their own permit programs: Arlington County and the City of Alexandria in Virginia, and Montgomery and Prince George's Counties in Maryland, each issue right-of-way permits through their own permitting departments with separate fees and lead times.
