You typically do not need a permit if you plan on stationing a dumpster rental on your private property. When it comes to setting the unit on public property or the public right-of way, that’s when you will need a Temporary Use of Right of Way Permit (TURP). Using the city of Austin’s public right of way will always require a license, which typically also mandates that you present proof of insurance.
Before obtaining your rental, you must submit an application for a TURP from the Right of Way Management Division of the Austin Transportation Department. This can be completed through the ABC portal. You need to also turn in an approved Traffic Control Plan for the specific right of way area that will be encroached. Pay the associated fees and supply any additional documentation as deemed necessary.
A TURP costs $45 for short-term purposes, which is defined as no more than 30 days. Additional fees will be charged depending on the location and sq ft taken up by the rental.
The intended site needs to be evaluated and approved by a Right of Way inspector before it can be used. A warning or traffic control device, such as reflective tape or a barricade, may be required in order to help maintain public safety.
